  • Undertaking on-going grantee health checks, particularly across financial and budgetary compliance areas and where required assist with various Grantee financial compliance training sessions.
  • Monitor and compile Grantee quarterly financial submissions, and review and verify all submitted acquittals.

Job Title Consultancy for the production of five short 2D animations on physical accessibility for Persons with Disabilities
Description Background and Objective 

 

Improvement in physical infrastructure, means of transportation, and means of communication and equipment for persons with disabilities in Cambodia are identified as priorities under the fourth strategic objective; i.e. “Accessibility” of the NDSP 2 (2019-2023) of RGC that was launched on December 2019. In addition, the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) and the Ministry of Land Management, Urban Planning and Construction (MLMUPC) issued an inter-ministerial Prakas number 248 dated 28 November 2018 to introduce the Technical Standards on the Physical Accessibility for Persons with Disabilities in Cambodia.

 

On September 2019, under the coordination and technical advisory role of Disability Action Council (DAC), these Technical Standards were jointly adopted and launched by MoSVY and MLMUPC. Key sections of these Standards include: Pathway and entrance; Car park environments, Building types; Facilities in buildings; and Sanitary facilities.

 

To contribute to the implementation of the priorities of NDSP2, ACCESS program in partnership with DAC and MoSVY is looking for a professional production team to develop five 2D animations that cover each of the five sections of the Standards.

DEVELOPMENT OF THE MINIMUM PACKAGE OF SERVICES FOR PHYSICAL REHABILITATION CENTRES IN CAMBODIA

Description Summary of Position

The consultant(s) will report to a working group led by MoSVY and including representatives from PWDF, MoH, four IOs/NGOs, DPOs, OPAs, rehabilitation professional associations, and WHO. The working group will provide oversight, technical advice and other necessary support to the consultant to ensure smooth development and finalisation of the PRC-MPS.

Under the working group guidance, the consultant will:

  • Conduct a desk review of existing relevant documents, including the 2012 Standard Working Procedure (SWP), sub-decrees, Prakas related to the establishment and functioning of PWDF and PRCs, Complementary Package of Activities (CPA) for Referral Hospital, Minimum Package of Activities (MPA) for Health Centre.
  • Organize consultative meetings and focus group discussions with key informants including PWDF and rehabilitation IOs/NGOs, Cambodian Physical Therapy Association (CPTA), Khmer Association of Prosthetics and Orthotics (KhAPO), Health Care Facilities (HCF), Disabled People Organisations including Women with Disability Federations, and other relevant counterparts to review existing policy, guidelines and/or procedures relevant to this assignment.
  • Review and finalise the structure of the PRC-MPS which should include chapters on Scope of PRC, Package of PRC services, Management structure of PRC, Human resource, Financial management, Financing modalities, Standardize list of equipment and production materials, Information management, Infrastructure, etc.
  • Prepare a first draft of the PRC-MPS and conduct a consultative workshop to obtain feedback.
  • Review and incorporate feedback to the draft PRC-MPS and present the final draft to policy makers for adoption.

Reporting to the ACCESS Monitoring, Evaluation and Learning (MEL) Manager, the Partnership Survey Consultant (the Consultant) will work closely with the ACCESS MEL Manager and Clear Horizon to support the conduct of the Partnership Survey. The survey has already been designed and the data collection materials have been developed in English. The consultant will translate the survey materials into Khmer, interview key counterparts in Khmer and analyse the data to provide the information to answer the MEL questions.

The survey will be conducted in two phases. The first phase will be an online survey to a large sample of key counterparts, with the key results analysed.

Drawing on the results of the analysis, in the second phase ACCESS will agree on a targeted survey sample for further in-depth qualitative interviewing.

It is expected that this assignment is undertaken by a team of consultants composed of an international Senior Consultant (ARF- C level 3) supported by a national consultant. Reporting to the ACCESS Team Leader, this role will undertake a critical role in scoping the ACCESS MIS system and developing a brief options note. Following a decision by the ACCESS Team Leader as to which option to pursue, the role will lead the design of the ACCESS MIS system and provide technical support to its initial operationalisation.
