Description Summary of Position

The National Action Plan to Prevent Violence Against Women (NAPVAW) 2019-2023 has prioritised the improvement of quality essential services for women subject to gender based violence (GBV). Key strategies for preventing and responding to GBV are promoting best practices in service provision based on minimum service standards, and challenging negative social norms that blame women for GBV. To this end, the Ministry of Women’s Affairs (MoWA) has developed and is implementing training packages for service providers participating in GBV Working Groups in ACCESS target provinces.

Job Title Consultancy for the production of three short videos on Inclusive Workplace for Persons with Disabilities
Description Summary of Position

The National Disability Strategic Plan (NDSP) 2019-2023 has prioritised the improvement of access to work, economic security and to Technical, Vocational and Educational Training (TVET) as stated in Strategic Objectives one and three of the plan. To increase the access of persons with disabilities to employment, the RGC through the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) has also adopted the quota system for employment of persons with disabilities by pubic and non-public legal entities.

To better progress these above legal frameworks, as well as to support the public and non-public legal entities to provide inclusive workplace, MoSVY through the Department of Welfare for Persons with Disabilities (DWPD) with the ACCESS support has initiated the development of the guidelines on Inclusive Vocational Training and Employment for Persons with Disabilities in Cambodia.

Job Title Short-Term Consultant to Support Monitoring, Evaluation and Learning
Description Summary of Position

Cowater International Inc. is recruiting a short-term consultant starting in March to support Monitoring, Evaluation and Learning (MEL) while the MEL officer is away on maternity leave. The role will be for 4 months starting from Mid-March to Mid-July 2021.

Reporting to the MEL Manager, the short-term MEL consultant will undertake a critical role in the core program team to ensure that implementation of program activities is timely and assured of quality, contributions from implementing partners and lessons from the program are captured and disseminated to program stakeholders and other development partners, in order to contribute to improved global GBV and disability programming.

Description Summary of Position

Cowater International Inc. is recruiting a national Economic Inclusion Advisor (EIA) to support DWPD in the areas of inclusive employment, vocational training and other economic opportunities in Cambodia.

The national EIA will be seconded to DWPD and will report to the DWPD Director and work in close collaboration with DWPD and ACCESS teams to ensure that:

  • National Guideline on Inclusive Employment and Vocational Training is reviewed and ready for adoption
  • Technical brief on potential business initiative including proposed implementation approaches is developed and ready for piloting
  • A relevant coordination across key stakeholders involved in economic inclusion is established and is functional

Gender Equality and Disability Inclusion training provision to Disability and Gender-Based  Violence stakeholders

Description Summary of Position

The objectives of this consultancy are:

  • to build basic awareness on disability inclusion among relevant GBV stakeholders and service providers.
  • to build basic gender equality awareness among relevant disability stakeholders.
  • to develop a joint Training of Trainer curriculum on Gender Equality and Disability Inclusion to be implemented by a mixed team from MoWA, MoSVY and DAC.[1]

This consultancy opportunity is open to any existing ACCESS implementing partners as well as training institutions or teams of consultants having experience in providing gender awareness and disability inclusion training.

[1] It is to note that under ACCESS program, LFTW is finalising two Disability Inclusion training curriculums and supporting tools for: 1) Management level; 2) Service providers in the area of employment.

Qualitative Study on Access to Services for Women with Disabilities

Description Summary of Position

Cowater International Inc. is recruiting Senior Administrative & Communication Materials Editing Officer to support the ACCESS Program. Reporting to the Deputy Team Leader, and working in close collaboration with the national Communications and Media Specialist, the Senior Administrative & Communication Materials Editing Officer will undertake a critical role in the professional editing of reports, communications materials and technical documents in the thematic areas of gender equality, and elimination of gender-based violence and disability inclusion, as well as non‐technical documents to support ongoing communication needs.

The Senior Administration & Communication Materials Editing Officer will also support all secretariat duties across ACCESS, namely responsible for coordinating all administrative functions for ACCESS’ key Governance Meetings including timely distribution of supporting documents, co-ordination of all key Governance meetings and associated minute taking. She/He will also work closely with the Communications and Media Specialist in weekly co-ordination and updating of ACCESS key events system and will also provide further administrative support as reasonably requested by the Head of Operations.
